Powers of the regional governor

  • conducts the state policy in the field, coordinates the work of the executive bodies and their administrations on the territory of the district and their interaction with the local authorities;
  • ensures the correspondence between national and local interests, organizes the development and implementation of regional strategies and programs for regional development, interacts with the local self-government bodies and the local administration;
  • is responsible for the protection and protection of state property on the territory of the district;
  • ensures the observance of the lawfulness on the territory of the district and carries out administrative control over the implementation of the administrative acts;
    exercises control over the legality of the acts and actions of the local self-government bodies and the local administration;
  • liaises with the territorial units of the central administration of the executive power on the territory of the district and controls the implementation of the acts and actions of their managers;
  • coordinates and controls the activities of the territorial units of the ministries and other administrative structures that provide administrative services on the territory of the district, regardless of their hierarchical subordination;
  • coordinates and controls the implementation of the acts and actions of the heads of the territorial units of the central administration of the executive power in the territory of the district;
  • organizes and guides the activities of the protection of the population, cultural and material values, environment in case of disasters and crises;
  • Chairs the Security and Crisis Management Board;
  • implements the international contacts of the region at the regional level.

Article 31, paragraph 1 of the Law on Administration


THE REGIONAL GOVERNOR:

  • interacts with the authorities of the local self-government in the territory of the district, with the bodies of the executive power and with other institutions not included in the system of the executive power;
  • cooperates with the management of the territorial structures of trade unions, employers’ organizations, social protection organizations and non-governmental organizations.

Article 5 of the Structural Regulations of the regional administrations


THE REGIONAL GOVERNOR:

  • exercises control over the legality of the acts and actions of the local self-government bodies and the local administration, such as:
    a) exercises control over the legality of the acts of the municipal councils, unless otherwise provided by law; he may return unlawful acts for re-deliberation to the municipal council or challenge them before the relevant administrative court;
    (b) may revoke unlawful acts of mayors of municipalities, unless otherwise provided by law, within 14 days of their receipt or from their referral;
  • coordinate and control the implementation of the acts and actions of the heads of territorial units of the central executive administration on the territory of the district;
  • conducts an information strategy and policy which, in compliance with the Constitution and the laws, ensures the openness and accessibility of the activities of the administration it manages;
  • organizes the development of the district development strategy;
  • introduces the draft Regional Development Strategy for discussion and coordination at the Regional Development Council and for adoption by the District Development Council;
  • guides the planning and preparation of the administrative-territorial unit of defense and organizes the defense-mobilization training of the population;
  • organizes and manages crisis management in the area and is responsible for the protection of public order;
  • organizes and guides the activities of protecting the population, cultural and material values ​​and the environment in disasters;
  • shall exercise the powers under Art. 7a of the Regulation on border crossing points;
    approves regional transport schemes;
  • makes proposals for inclusion of individual issues in the Operational Program of the Council of Ministers through a Deputy Prime Minister or Minister;
  • is responsible for implementing financial management and control in all the programs, activities and processes managed by it, in compliance with the principles of legality, sound financial management and transparency;
  • issues penal sanctions for imposing administrative penalties in the cases provided by law or other normative act;
  • exercises the powers of a body for appointment of civil servants under the Law on the Civil Servant and the Employer’s Powers on Labor Relations under the Labor Code;
  • performs other powers conferred by law or an act of the Council of Ministers.
